In our research so far, American Spirits, which are made by Santa Fe Natural Tobacco, are the only cigarettes we’ve checked that are both vegan (source, though this is citing another publication that we could not find to confirm) and cruelty-free (source).
Cigarettes are commonly made with non-vegan ingredients, typically including castoreum from beavers. Additionally, most cigarette producers test on animals.
